The Novosibirsk region and VIS Group have signed a concession agreement on the construction of a bridge across the Ob River
Signing ceremony was held at the 11th International Forum “Transport Week-2017” in Moscow.
Concession agreement was signed between the Novosibirsk region, represented by the regional Ministry of Transport, and Siberian Concession Company (a consortium of VIS Group (75%) and Gazprombank (25%)). The Acting Minister of Transport of the Novosibirsk region Anatoly Kostylevsky and VIS Group Director General Igor Snegurov signed the agreement. The ceremony was held in the presence of the Minister of Transport of the Russian Federation Maxim Sokolov, the Minister of the Russian Federation Mikhail Abyzov and the Acting Governor of the Novosibirsk region Andrey Travnikov.
For VIS Group, the construction of the bridge in Novosibirsk is the seventh public-private partnership project. The total portfolio of such projects is estimated at RUB 560 billion. The Group is one of the leaders of infrastructure construction in Russia in terms of its portfolio size.
"The project in Novosibirsk is a priority for VIS Group. New modern infrastructure will play a major role in the city's transport system, and will open prospects for the development of the adjacent areas. The socio-economic effect of new bridge commissioning will be much greater than the cost of its construction," – said Igor Snegurov.
"Participation in Russian road infrastructure projects is one of Gazprombank's priorities. The significance and effectiveness of the project in Novosibirsk is underlined by the fact that Rosavtodor and the Governmental Transport Commission prioritized it when selecting regional concession projects for federal co-financing," – said Gazprombank Executive Vice President Alexey Chichkanov.
Siberian Concession Company won the tender for the right to conclude a concession agreement, held by the Ministry of Transport of the Novosibirsk Region. Under the terms of the agreement, the company undertakes to build a bridge within 5 years. The construction will cost more than RUB 34 billion. It is expected that more than RUB 26 billion will be allocated for the project in the form of a capital grant, including from the funds collected by the PLATON system. VIS Group is investing more than RUB 8 billion from its own and loan funds. The concessionaire will maintain the bridge for 20 years.
The total length of the bridge and all accompanying facilities is 5.1 km, the length of the span over the Ob River is 1.5 km. The project also includes the construction of multi-level transport junctions which will be free to use. As a result, the roundabouts and traffic lights in this area will completely disappear. Under the project, trams will run on the "second floor", and there will be a number of underground and overground crossings for pedestrians.
